The Econometric and Actuarial Analysis Manager reports directly to the Program Evaluation, Research and Analysis Manager. The Program Evaluation, Research and Analysis (PERA) unit within the Labor Market and Economic Analysis group, conducts labor market research, workforce programs and policies evaluations, employment projections and actuarial analysis in response to federal and state legislative mandates, stakeholders' requests and ESD needs.
The EEA Manager is accountable for:
Forecasting Washington State industries and occupations employment, and the UI trust fund as required by federal and state laws and regulations.
Analyzing impacts of policies on Washington State employment and UI trust fund.
Conducting labor market analyses as they are defined in RCW 50.38.015 (3).
Designing and managing a statewide comprehensive labor market and occupational supply and demand information system (RCW 50.38.050).
Identifying the type of demand of Washington State industries and occupations to create a list of industries and occupations in high demand in accordance with the definition of the Workforce Innovation and Opportunity Act (WIOA) and for the purpose of federal and state statutory mandates.
Providing reliable and professional sound guidance, technical support, consultation and advice on labor market research and econometric analyses.
Required Qualification
We seek a professional with bachelor's degree in economics, statistics, social sciences or a related field, or equivalent experience that demonstrates knowledge of economics and quantitative methods.
In addition to the most successful candidate will also have:
Advanced knowledge of econometric, actuarial, statistical methods.
Advanced research and analytical skill.
Demonstrated ability to program (code) using object oriented, statistical, markup or other languages (for example: R, SQL, C# or JavaScript) to collect, clean and transform data from large databases, implement statistical or econometric methods and to develop applications to display study results that are used by end users.
Demonstrated ability to document all the steps of a study, write technical papers similar to journal articles, and write plain language reports for executives, legislators and general audience.
